The American policy then reflected the American ambition for new world order. America will use the international law and its rightness to dominance the world and against any opponent.  It will destroy its enemies and help them back to grow up and cultivate its value. For America, they fight only for freedom, fight against the only aggressor and help the weaker, fight for the dignity of mankind. They will fight in the name of humanity, democracy, and international law.

The words that describe American policy can be seen in the well-known speech of English comedian Charlie Chaplin which considered to be the most inspiring speech. The speech shows the goodwill of human to help one other, blaming the dictators, and calling for uniting to fight for democracy and humanity.

“I don’t want to be emperor… I should like to help everyone if possible…… Let us fight for the new world, a decent world that will give men a chance to work that will give you the future and old age and security… Dictators free themselves but they enslave the people. Now let us fight to fulfill that promise. Let us fight to free the world, to do away with national barriers, do away with greed, with hate and intolerance. Let us fight for a world of reason, a world where science and progress will lead to all men’s happiness…”

When most of the European major powers such as Britain, France, Spanish, and Germany were exhausted and weakened owing to the two World War, two countries emerged as the Superpower that were US and Soviet Union. The US, the leader of democracy, and Soviet Union, the leader of Communism.

The two systems had the very different ideologies, different values, and different social and political systems. These differences and the ambitions to lead the world made these two superpower countries decided to go to the strong competition by dividing the blogs for dominance which known as Cold War.

During the Second World War, the two countries were the friends. It changed dramatically from the friend to the opponent. However, the democracy won over the communism in the 1990s. The Communist of Soviet Union had no reason and enough power to exist. It changed from the Soviet Union to the Republic of Russia Confederation and started to reform and empower itself for new century.
